Home Minister Issues Latest PPKM Regulation

The Government has resumed the implementation of public activity restrictions (PPKM) policy from May 10 to May 23, 2022.

The policy is stipulated in Instruction of Minister of Home Affairs on  Enforcement of Public Activity Restrictions Level 3, Level 2, and Level 1 during Coronavirus Disease 2019 in Java and Bali Islands signed by Minister of Home Affairs Tito Karnavian on May 9, 2022.

Meanwhile for areas outside the islands of Java and Bali, the policy is stipulated in Instruction of Minister of Home Affairs Number 25 of 2022 on Enforcement of Public Activity Restrictions Level 3, Level 2, and Level 1 and Optimizing the Command Post for Coronavirus Disease 2019 at the Village and Sub-District Levels to Control the Spread of Coronavirus Disease 2019 in the islands of Sumatra, Nusa Tenggara, Kalimantan, Sulawesi, Maluku, and Papua.

“This time, we will implement the extension of the PPKM for all regions across Indonesia. Substantially, there are several adjustments including changes in the number of regions at each PPKM level, the decrease in the number of regions at Level 1 and Level 3, changes in operating hours for restaurants that start operating at night, as well as eliminating PCR and antigen requirements for several activities in Java and Bali,” said Ministry of Home Affairs’ Director General of Regional Administration Safrizal ZA as quoted from the Ministry’s website, Tuesday (05/10).

Safrizal also underscored that the extension of the PPKM in Java and Bali this time showed the number of regions which are at Level 1 had decreased from 29 regions to 11 regions. Likewise, the areas which were at Level 3 decreased from 2 regions to 1 region. On the other hand, the number of regions which were at Level 2 increased from 97 regions to 116 regions.

The same pattern also occurs in the extension of PPKM outside Java and Bali. According to Safrizal, the number of regions in Level 1 has decreased from 131 regions to 88 regions, while the number of regions at Level 3 has also decreased from 39 regions to 22 regions. Meanwhile, the number of regions in Level 2 has increased from 216 to 276 regions.

“The decline in the number of Level 1 in several areas, both in Java and Bali and outside Java and Bali, serveas as a warning to all of us that this pandemic is not completely over yet. Do not let another wave of cases occur like in the last two years,” said Safrizal.

Safrizal went on to explain that specifically for PPKM in Java and Bali, adjustments were made to the operating hours of restaurants that have started operating at night. The facility can operate until 02.00 and the visitor capacity is limited to only 75 percent for areas that are included in PPKM Level 2.

However, he added, for regions that are in PPKM Level 1, visitor capacity can be up to 100 percent, adding that thecapacity also applies to wedding reception activities, but no dine-in.

In addition, in the extension of PPKM in Java and Bali islands, regulations regarding the requirement to show negative PCR results or antigens for several activities were revoked,  similar to the organizing of sports competitions, for all players, officials, media crews, support staff, and spectators. However, all of them are still required to have received at least a second dose of vaccination.

Safrizal also appealed to all regional governments to remain vigilant with the potential for a spike in COVID-19 cases after Eid al-Fitr.

“Although the number of cases remains stable now, we are aware that the incubation period for this virus can reach fourteen days. Therefore, in accordance with the direction of President Joko “Jokowi” Widodo, we call on all regional governments to remain vigilant and focused on anticipating all possibilities by always strengthening testing, tracing, and treatment during pandemic,” Safrizal remarked. (PR of Ministry of Home Affairs/UN) (EST/EP)
